Mexican Fiesta Casserole

Here's the recipe:
ingredients
2 teaspoons cooking oil
1 pound ground beef
1 cup finely chopped onions
1 cup finely chopped zucchini
1 tablespoon of diced green chilis (or diced jalapeno for heat)

2/3 cup corn kernels
2/3 cups water
1 cup canned black beans, rinsed and drained
2 cups jarred salsa
8 (6-inch) corn tortillas
2 cups shredded reduced-fat Mexican cheese blend
1/4 cup sliced scallions (green parts only)
sour cream for serving
preparation
1. Preheat the oven to 350°F. Spray a 9 by 13-inch baking dish with cooking spray.
2. In a large skillet, heat the oil over medium-high heat. Add the beef and cook until browned, 5 to 7 minutes. Stir in the onions and zucchini and cook until tender, about 5 minutes. Stir in the taco seasoning, 2/3 cup water. Simmer until thickened, about 2 minutes, then stir in the black beans and corn.
3. Spread 1/2 cup of the salsa in the bottom of the baking dish. Lay 4 tortillas over the salsa, and spoon half of the meat mixture on top. Cover with 3/4 cup of the salsa and 1 cup of the shredded cheese. Top with 4 more tortillas, the other half of meat mixture and the remaining 3/4 cup salsa. Scatter the remaining 1/2 cup shredded cheese over the top.
4. Bake the casserole until the cheese is melted and bubbling, about 25 minutes. Cool, slice and serve, topped with scallions and sour cream.

1 pound lean ground beef
Salt and pepper, to taste
4 ounces shredded Cheddar cheese (1 cup)
1 cup dairy sour cream
2/3 cup mayonnaise or salad dressing
2 tablespoons finely chopped onion
2 cups buttermilk biscuit baking mix
1/2 cup water
1 to 3 tomatoes, thinly sliced
3/4 cup green bell pepper, chopped
Paprika (optional)
Procedures : Preheat oven to 375 degrees F. Grease a 13 x 9-inch baking pan.
Cook and stir the meat in a large skillet until brown. Drain off the excess fat. Season the meat with the salt and pepper; set aside.
Mix the cheese, sour cream, mayonnaise and onion and set this mixture aside.
Stir the baking mix and water together until a soft dough forms. With floured fingers, pat the dough into prepared baking pan, pressing the dough 1/2 inch up the sides of the pan.
Layer the meat, tomato slices, and green pepper onto the dough. Spoon the sour cream mixture over the top and sprinkle with the paprika, if used.
Bake uncovered until the edges of the dough are light brown, 25 to 30 minutes. Cool 5 minutes and then cut into squares
